TSL | hsb_E-FacadeNailing

This tsl adds nail-clusters to the element. 
The nail clusters are attached to a zone index. 
The areas are specified by a polyline. 
The tsl is dependent on this polyline. 
This means that if the polyline changes the tsl is recalculated.
