NetSetup Error - Antivirus

Issue:

Exception # 1 = could not load file or assembly 'System.Data.SQLite, Version=1.0.90.0, Culture=neutral, PublicKeyToken=db937bc2d44ff139' or one of its dependencies.
Het system kan het opgegeven bestand niet vinden.

Cause:

That issue is produced by Norton Antivirus according to a pair of cases that I saw and investigated.
The Norton Antivirus is blocking those dll’s automatically. It appeared in the last weeks.

Solution:

The workaround if you have Norton Antivirus in the machine is that you go to the next folder and unblock all of the files in the internal folders (6 files) before you run the Setup.
The Unblock option appears when Norton antivirus is blocking the dll’s.
You need to click the Unblock button.
In order to solve this issue we should contact Norton to remove this wrong behavior with these files.
